Tom Runyon is a biometrics and AI expert with over 15 years of experience spanning government, defense, and private sector applications. As the founder of Runyon Solutions, he serves as an expert witness on criminal cases involving facial recognition technologies and provides specialized consulting on biometric implementation in secure cloud environments.

Previously, Tom was a founding executive at Defense Unicorns, where he helped build a $200M company delivering AI and identity solutions to the Department of Defense. His government experience includes leading engineering for the Maryland Test Facility (mdtf.org), where he designed and operated distributed data collection platforms supporting Homeland Security and NSA biometrics testing. At the National Security Agency, Tom developed iris recognition algorithms and applied research in image processing and signal detection.

Tom holds an MS in Mathematics from Louisiana State University and a BA in Mathematics with a Computer Science minor from Boston College.

Andrew Blanchard

Andrew Blanchard is a Technical Solutions Consultant specializing in AI automation and biometric systems with over a decade of experience bridging advanced technology and practical implementation. He spent seven years as a Sr. Principal Software Engineer at the Identity and Data Sciences Laboratory (SAIC), where he designed and maintained a scalable microservice architecture for collecting and analyzing biometric data from thousands of volunteers across hundreds of devices. His work included developing distributed frameworks for live video stream processing and collaborating closely with data scientists to enable cutting-edge biometric research.

Andrew's contributions to the field include co-authoring peer-reviewed publications on high-throughput biometric systems and efficiency-effectiveness tradeoffs in facial biometric technology, presented at the IEEE International Conference on Biometrics in 2018. Currently at Runyon Solutions, he develops custom AI workflows and consults on infrastructure automation, helping organizations integrate intelligent systems into their operational environments.

With a Master's degree in Electrical Engineering from Southern Methodist University, a mathematics background, and TS/SCI clearance with full scope polygraph, Andrew brings both technical depth and security-cleared expertise to complex biometric and AI challenges. His experience spans the full lifecycle from system architecture and cloud infrastructure to production deployment of AI-driven solutions.
